BCSC Testing Monitoring Analyst

Job Description Summary:

First Line of Defense Control Testing Analyst [Grade 24]
The role supports and drives control testing/assurance needs based on initiatives through communication, coaching, best practice sharing and calibrations. The role regularly interacts with all departments within PayPal providing assurance services for material risks across the enterprise. Due to the nature of testing, a strong audit and/or risk management background will be essential.

Responsibilities

  • Execute first line controls testing as defined within the program standards and policies, as requested by the BCL, in coordination with the second line of defense Risk and Compliance Program Enablement.
  • Execute first line controls testing as defined and prioritized by the second line of defense Risk and Compliance Program Enablement and program owners (e.g. SOX, Product).
  • Manage and allocate capacity as needed to support BCL and Risk and Compliance Enablement Center testing requests.
  • Maintain testing documentation (e.g., working files, supporting documentation, results reporting, etc.) within the GRC tool so that gaps identified from testing can be remediated by the BCL.
  • Provide input for the development and maintenance of the testing framework & Policy, training materials, best practices.
  • Work with Risk and Compliance Enablement Center to create, maintain, and update/review the testing program procedures, practices, and templates
  • Support the development, expansion and maintenance of an effective testing and monitoring program through the management/oversight of moderately complex projects/initiatives.
  • Participate in special projects as needed and perform other duties as assigned.

  • Operates with minimal supervision as an experienced Analyst with a robust understanding of industry and internal best practices; independently resolves a wide range of issues.

  • Experience with financial services, payments, e-money, or other money services business activities
  • Experience reading and analysing financial reports, accounting statements, and financial regulatory transaction reports
  • Experience in leading the delivery of an ongoing program of risk-based testing in a payment services environment.

  • Minimum 5 year’s relevant experience in a risk/ control/ audit environment.
  • Bachelor's degree or equivalent work experience required
  • Risk/Audit Qualification (ACAMs/PRIMIA/ CISA/ CPA/ ICA)
