Vendor Finance & Ops Program Analyst

Job Description:

The Global Financial Crimes and Customer Protection (GFC&CP) organization is responsible for detecting and preventing financial crimes, including money laundering and terrorism financing, compliance and reputational risk across PayPal and its associated products. The External Technology Strategy Enablement team supports GFC&CP strategic initiatives and governance by analyzing opportunities, directing the engagement of external capabilities, ensuring alignment to the overarching technology enablement vision, and managing the portfolio of selected vendors to support GFC&CP’s functional programs. 

As a Vendor Finance & Operations Program Manager on the GFC&CP Technology Strategy Enablement team, you will partner with program leaders across the Risk, Compliance, and Finance and Accounting organizations to manage an annual budget, develop forecasts, and inform business cases. You will also be responsible for supporting vendor onboarding and risk management activities critical to effectively delivering vendor technology and data solutions in support of GFC&CP programs.

Responsibilities and Duties:

  • Support the development of strategic plans, annual financial budgets, and monthly forecasts
  • Develop an understanding of business strategic priorities, anticipate associated impacts to vendor requirements, and identify opportunities to optimize ROI
  • Identify trends, anticipate needs, and drive process improvements to support an evolving planning and reporting function
  • Build reports and assist with monthly actuals-to-forecast variance analysis
  • Work with business to build business cases and set up processes to manage the funding and oversight of new initiatives
  • Coordinate for, open, and maintain purchase orders supporting vendor services; track invoicing and settlement to support Finance operations and vendor stakeholder relationships
  • Collaborate with functional partners in the onboarding of new vendors, including Information Security, Privacy, Finance, Legal, Sourcing
  • Complete Internal Risk, Privacy, Legal assessments, and related administration
  • Follow the third-party management policies and standards
  • Bachelor’s or Master’s degree preferred
  • Operate with integrity with demonstrated ability to handle projects of a sensitive and confidential nature
  • Demonstrate strong and effective leadership skills and ability to operate comfortably within a complex cultural, global environment
  • Superior verbal and written communication skills with the ability to translate complex problems into simpler terms, and effectively influence both peers and senior leadership

  • Solid understanding of forecasting/budget and accrual concepts
  • Proficient in budget and reporting applications including Ariba, BPC, BW and SAP
  • Excellent Excel (including pivot tables, functions, charts) and PowerPoint skills; comfort with database products and data analysis tools such as SQL, python, etc a plus
